New unified system for training of inspectors according to Regulation (EC) No. 882/2004

New unified system for training of inspectors according to Regulation (EC) No. 882/2004 of the EP & C is implemented in CR on the basis of working document “The Unified System for Training of Inspectors of State Supervisory Authorities Coordinated by the MoA“ which has been approved the day of 19 June 2006. The Food Safety Department of the MoA is responsible for training issues.

On the basis of above mentioned approved document the Coordination body for training activities within the Food Authority of the MoA has been established, respectively for creating unified system for training in the areas of mentioned in the Chapter I of Annex II to Regulation (EC) No. 882/2004 of the European Parliament and of the Council, for the system of mutual co-operation between competent supervisory authorities in the field of training. In the Coordination body for training activities the Food Safety Department and the Food Authority are represented, as are state supervisory authorities coordinated by the MoA and also the MoH which participates in unified training programmes for the training of inspectors only at Community level.

From 2007 to 2009, the Coordination body organised training activities in the form of full-time education and almost 270 inspectors were trained during the two-year cycle.

Since 2011, training is carried out in the form of e-learning, which is considerably cheaper. The expert guarantor is the Veterinary and Pharmaceutical University in Brno (VFU Brno), which provided the experts to draft professional texts for each module (course), which will be available during the e-course. Technical support for the e-learning course is provided by the Institute of Agricultural and Economic Information (IAEI), through LMS eDoceo. The IAEI, VFU Brno and the MoE cooperate together.

The content of the modules (courses) is based on the area set out in Annex II, Chapter I of Regulation (EC) No. 882/2004 of the EP & C:

1. Overview of the basic regulations governing food and feed law
2. Auditing of the food safety management system and its potential flexibility
3. Failure to comply with the requirements of food law and the application of sanctions
4. RASFF – Rapid Alert System for Food and Feed
5. Legislation and risk in the manufacture of feedstuffs
6. Rodent control in the food industry and its monitoring
7. Animal welfare during slaughter and other ways of killing
8. Health risk assessment – food and nutrition
9. Procedures based on HACCP principles
10. Ensuring food safety and possible risks in meat production
11. Sampling of foodstuffs, raw materials, feedstuffs and drinking water
12. The issue of certificates focusing on food quality
13. Risk assessment at different stages of food and feed production
14. Protecting plants from pests, disease and weed agents in the agricultural production of food of plant origin
15. General overview of EU legislation

At the end of the training, participants in the e-courses take a final test, which they must pass to receive the certificate confirming their completion of the training.

For ensuring its own system for training in the area of official controls of food and feed, animal health and welfare and phytosanitary care, every supervising organisation elaborates for its inspectors training plans for relevant year on the basis of identifying the training needs and provides them for a request to Food Safety Department.

Training of Staff performing Official Controls

The necessity of unified training was set in Regulation (EC) No. 882/2004 of the EP & C for the purpose of verifying the observance of legal rules related to food and feed law and regulations on animal health and welfare. Legal basis of the training introduces Article 6 which stipulates for appropriate authorities in member states the obligation to ensure that every worker carrying out official controls would be properly trained; and Article 51 provides legal tool for organising this training at the Community level as a complement of training organised at the national level. Mandatory training topics according to Chapter I, Annex II, of Regulation (EC) No. 882/2004 of the EP & C are related to the following areas:

  • Various methods of control, e.g. audits, sampling and inspection

  • Control procedures

  • Food and feed law

  • Various stages of manufacture, processing and distribution, and potential risks to human health and possibly animal health, plant health and the environment

  • Assessment of non-compliance with the requirements of the feed and food law

  • Risks in the animal production and the feed and food production

  • Evaluation of the application of procedures based on HACCP principles

  • Managing systems, such as quality assurance programs that feed and food businesses put in place, and their assessment if they are relevant to compliance with the requirements of the feed and food law

  • Official systems for issuing certificates

  • Contingency plans in case of emergencies, including communication between Member States and the Commission

  • Legal actions and legal aspects of official controls

  • Examination of protocols and other records, including records of proficiency testing, accreditation and risk assessment, which may be important for assessing compliance with the feed and food law; financial and commercial aspects may be part of it

  • All other areas, including animal health and animal welfare, necessary to ensure that official controls are carried out in accordance with this regulation

The Food Safety Department of the MoA is responsible for training issues.

 

The new e-learning course "Nutrition in health education"

 

 

On the 1 st November 2016  Food Safety Information Centre of the Ministry of Agriculture launched a new e-learning course "Nutrition in health education" which was prepared by the 3rd Medical Faculty of Charles University in cooperation with the Institute of Agricultural Economics and Information.

The course is focuses on healthy nutrition, food safety and hygiene in food handling and is intended for Secondary Vocational Schools of Food Technology and Secondary Industrial Schools of Food Technology.

Educational programme in interactive whiteboards "Jíme zdravě a s chutí"

Food Safety Information Centre has created a new training programme for primary school pupils. 
   

Food Safety Information Centre of the Ministry of Agriculture has created a new tutorial to interactive whiteboards "Jíme zdravě a s chutí" which is aimed at primary school pupils and teachers.
   

The programme is divided into several separate modules so as to be the most usable in practice for the teachers´ actual needs. Interactive exercises in the particular modules are complemented by the activity workbook for primary school children "Jíme zdravě a s chutí”.
   

The tutorial is partly based on recommendations of the World Health Organization (WHO) "Five Keys to Safe Food." It covers topics of healthy nutrition and hygiene in food handling and it introduces the agricultural issue in a playful way. The tutorial also includes a short instructional videos, interactive competitions, games and fun testing of the gained knowledge.
   

Each teacher has the opportunity to choose either an entire program or just individual modules to his teaching: Movement, Digestive System, Teeth, Water intake, Nutrition, Healthy lunch, Healthy plate, Food origin - animals (Poultry, Rabbits, Cows, Sheep, Pigs, Processing milk), Food origin - plants (Plants, Fruit and Vegetables), Bacteria, Fungi, Food handling, What have you learned, Play, Fruit and Vegetables - practicing.
